The Pine River City Council approved amendments to zoning amendment 2019-2 and approved a conditional use permit, both of which clear the way for the use of the former ALCO building as a facility for the company Tru BDM Genetics, which seeks to use the facility for growth of seed bred primarily for CBD oil production (though byproducts of the crops can be used for textiles and other industries).
Previously, the city commercial zoning ordinance did not allow for indoor greenhouse usage. The new ordinance would allow for indoor greenhouse use with approval from a conditional use permit. The council also approved a conditional use permit for that purpose.
The decision occurred during the regular council meeting on Dec. 10, however, the council hosted a hearing describing the amendment and C.U.P. And allowing for questions and comments by the public.
The first question was when the company plans to open up the application process. Questions also asked where employees how many local employees would be hired and what other businesses could be spawned.
Those attending the meeting on behalf of the company said there will be educational meetings to inform people on the product being grown and sold. There will also be meetings to announce application windows. The company is expecting to hire 15-20 locally with some others coming from out of the state.
One resident had said they would have preferred to see a tractor supply or similar retail space that benefits shoppers in the community. She said those amenities can have an affect in attracting new families to the community.
Mayor Tamara Hansen pointed out that the building was vacant for many years. In addition, the local economic development group has reached out to companies like Tractor Supply and were told the population is too low to support them and the price of the building was also an obstacle.
Nobody spoke specifically in opposition to the conditional use permit or zoning ordinance amendment. When the council met for the regular meeting both passed unanimously.
The conditional use permit approved does not allow for sale of oil or retail products. The company would need to consult the council again for anything beyond indoor production of seeds and sale of seeds for agriculture.
In other business, the council:
- Approved a request by Minnesota High School Rodeo for holding a rodeo at the fairground May 16 and 17. The MHSR hasn't been at the fairgrounds for several years because the facility did not have enough space for all of the trailers. Membership is now down low enough to host the event locally again.
- Approved a budget levy of $498,394.00, a 3.5% increase from 2019. The increase is due largely to the increase in cost for information technology services, costs of the coming election year and general cost increases.
- Approved renewal of a pawn shop license for Iron Hills North and on sale, Sunday liquor sale and amusement/juke box licenses for the Pine River American Legion.
- Approved termination of the Pine River Area Foundation lease with the requirement that the group restore the fairgrounds to the condition it was in prior to their use. The foundation is leaving up to 70 electrical hook-ups behind, which may be of use to the fairgrounds in the future.
